This bill establishes a study committee relative to access to public school facilities and programs by home school students.
STATE OF NEW HAMPSHIRE
In the Year of Our Lord One Thousand Nine Hundred and Ninety-Eight
AN ACT establishing a study committee relative to access to public school facilities and programs by home school students.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Committee Established. There is a committee to study access to public school facilities and programs by home school students.
2 Membership and Compensation.
I. The members of the committee shall be as follows:
(a) Four members of the house of representatives, appointed by the speaker of the house, consisting of at least one member from the education committee, and at least one member from the municipal and county government committee.
(b) Three members of the senate, appointed by the president of the senate, consisting of at least one member from the education committee, and at least one member from the executive departments and administration committee.
II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
3 Duties. The committee shall examine the following issues:
I. Access by home school studetns to public school facilities and programs, including, but not limited to, facilities and programs for art, music and science.
II. Whether current law provides for such access.
III. If current law does not provide for such access, then which laws, if any, assure equal access.
4 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days after the effective date of this section. Four members of the committee shall constitute a quorum.
5 Report The committee shall report its finding and any recommendations for proposed legislation to the speaker of the house of representatives, the senate president, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 1998.
6 Effective Date. This act shall take effect upon its passage.
