Those in attendance: Elaine Rapp (chair), George D'Orazio, Mike Faiella, Joseph Rega, Dennis Wyman, Paul Krohne, Karen Tardif [sic], and Gerald Bourgeois.

Discussion Notes:

Welcome to Commissioner Twomey who came to the first portion of the meeting - she discussed topics such as:

Department reorganization.
Dual enrollment
Parents who request the Department be the participating agency
Would she provide a list of topics which the council should address?

Welcome new member Karen Tardif [sic] from the Nonpublic School Advisory Council.

Welcome to Pat Bussell [sic] who joined the meeting to discuss the 1995 LSR listings - (two handouts).

She called our attention to 95-H-0129-L and 95-H-0246-L.
Elaine will be called when hearings are scheduled - non [sic] yet.
These are from the house - another will be coming from the senate.
There appears to be lots of interest in education this session.

There is no money in the FY '95 budget for HEAC.

Dual enrollment (handout) - how do districts relate (or not) to home schoolers? - Would it be useful to have a model policy - should HEAC try to create one?

Immunization - Public Health is to rewrite their policy to clairify it.There is now no law that relates to home schoolers providing information to Public Health.

Mike Faiella had some comments:

The rules should make it clear that not all subjects must be taught every year.
He handed out several articles from "Educational Leadership" and "American School Board Journal".
The N H Technical Institute includes students down to the age of 9 earning college credits.
The H S Coalition has a conference coming up at the N H Technical Institute.
CHENH has a conference coming up in June as well.

Gerald will provide members with a copy of the departments [sic] directory which includes a list of superintendents.

The next meeting will be held at the Department of Education in Room 19 at 3:00 PM on Tuesday, January 3, 1995.
